How to create a health‑and‑safety (HSE) plan

In Norway, employers must conduct systematic health, environment and safety work. A well‑structured HMS plan details what needs to be done, who does it and when it happens. Here’s how to design a plan and how Runwell keeps it on track.
An HSE plan (health, environment and safety plan) is not just another document; it’s a living plan that guides your organisation’s efforts to protect employees and guests. The plan typically lists the tasks, documentation, responsible persons and an evaluation, forming the basis for your annual report.
The first step is to identify which activities must be carried out. For hospitality businesses this may include risk assessments, safety rounds, employee training, equipment maintenance, emergency drills, health checks and working environment surveys. Once you have a list of activities, describe how each one will be carried out and what documentation is needed—for example, meeting minutes, checklists, photos or certificates. Assign a responsible person to each task to ensure accountability.
A good HSE plan also includes an evaluation: How did the task go? Did you encounter challenges? What can be improved next time? This evaluation forms part of the annual report, where you summarise the entire year’s HSE work, discuss whether goals were achieved and set new targets. The annual report is required by the Working Environment Act and serves as evidence that you take safety seriously.
Runwell offers a dedicated event module that makes this process straightforward. Think of it as a digital calendar where you can schedule HSE meetings, assign tasks, upload documentation and write evaluations. When a task is due, the responsible person receives a reminder. Once tasks are completed, you can compile everything into your annual HSE report with just a few clicks. By using Runwell, you ensure that your plan stays updated and that nothing falls through the cracks.
